Intelligence agencies have revealed a disturbing pattern of collaboration between Pakistan-based militants and the Inter-Services Intelligence (ISI) in orchestrating terror attacks in the Jammu division over the past year.
Information gleaned from interrogated overground workers (OGWs) points to at least seven to eight Pakistan-based terrorists as the masterminds behind these attacks, including ambushes on Army and civilian vehicles. Many of these individuals are already designated as terrorists by the Union Ministry of Home Affairs (MHA).
Four militants have been identified as central figures in this network: Sajid Jutt, a Kasur resident and LeT/TRF operative; Rafiq Nai, a Poonch native residing in Pakistan; Mohammad Qasim, a Reasi resident residing in Pakistan; and Abu Qatal, a resident of Pakistan. These individuals not only coordinate attacks but also strategize the delivery of arms, ammunition, and drugs via drones, while strengthening the OGW network providing logistical support to infiltrated militants.
The NIA previously charged Jutt, Qasim, and Qatal for their involvement in the January 2023 Dhangri village attack, which claimed the lives of seven Hindu community members. Their names have also surfaced in connection with various ambushes on military vehicles and civilian buses, resulting in numerous casualties.
Reports indicate that these Lashkar-e-Toiba (LeT) terrorists receive assistance from the Pakistan Army and ISI in identifying target locations. Local OGWs gather intelligence on military vehicle movements, which is then relayed to the militants hiding in forested areas by their Pakistani handlers.
The involvement of Pakistan-based militants and state actors in terror activities targeting India has been a longstanding concern. Various international organizations and think tanks have documented evidence of cross-border terrorism emanating from Pakistan.
While Pakistan denies these allegations, incidents like the 2008 Mumbai attacks, the 2016 Pathankot attack, and the 2019 Pulwama attack have further highlighted the need for sustained international pressure to dismantle these terror networks.
Continued vigilance, international cooperation, and robust counter-terrorism measures are essential to neutralize this threat and ensure the safety and security of the region.
